I actually learned the basics with some great tutorial sites; the ones listed below come highly recommended by myself. I still use these sites just to help refresh my memory.Lissa Explains it All
A very informative site; don't be put off by the whole "kiddie" feel. It is a very comprehensive guide to first time website designers. Like I said, I still use this resource and Iíve been making websites for over 4 years now.
How to create a webpage
Another informative guide to help you on your way. This one helps more so on a wider range of includes and goes into much detail.
Another of my favourite web resources. This is where I get my banner rotators and other scripty specials.
The above tutorials are about basic HTML know-how; next up would be layout design. If you are looking for making your own webgrahics then I would suggest investing in a good graphic works suite like; Paint Shop Pro or Adobe Photo Shop. I use Paint Shop Pro; it's a cheaper alternative to Photo Shop and works just the same. Unless you rather use pre-made templates; I recommend some good quality link-ware graphic sites that have a wide range of layouts for you to choose from.
